Working Discussion on the Initiative of NA Standing Committee on Protection of Human Rights and Public Affairs

On September 29, on the initiative of the Chair of the RA NA Standing Committee on Protection of Human Rights and Public Affairs Taguhi Tovmasyan a working discussion was held on Artsakh Residents’ Rights, Residents Displaced from the Occupied Regions.

The Permanent Representative of Artsakh Republic to Armenia Sergey Ghazaryan took part in the discussion.

Taguhi Tovmasyan noted that after the 44-day war we have not only territorial losses, victims, disabled people, but hundreds of homeless citizens, whose problems had not been solved yet. The Committee Chair distinguished the problems related to the displaced residents’ residence and rights.

As Sergey Ghazaryan has presented, in the situation created because of war, the ensuring of the existence of the Armenian population in Artsakh is one of the prior problems, with which the issues of the restoration of the living conditions, infrastructures, housing and other issues are connected. The infrastructures of the Artsakh Republic have incurred great losses as a consequence of war. According to the data of the Human Rights Defender’s Office of the Artsakh Republic, 742 servicemen with the citizenship of the Artsakh Republic have died during the 44-day war, and 45 – are considered missing. 80 civilians have been killed, 38 - are captivated, and 20 civilians are considered missing. Touching upon the issue of providing with flats the displaced persons, Ghazaryan has noted that it is planned to build 300 flats in Stepanakert until the end of the year. Sergey Ghazaryan has noted that some programmes of post-war restoration have started long ago, in 2022 it is envisaged to end the construction and furnishing works of 1000 houses for the displaced population. During three years the issue of the construction of about 6000 flats are planned to solve.

Referring to the part of the Armenian historical-cultural heritage which is under the control of Azerbaijan after war, the rapporteur has noted that the destiny of about 2000 monuments is endangered.

Sergey Ghazaryan also talked about the social aid programmes implemented by the support of the RA Government directed to the mitigation of the war consequences.

After presenting the report in the Committee the discussion continued behind closed doors.
